Proof Of Growth: Frisco Gets $61 Million Recycling Facility Amid Population Boom

Collin County’s rapid population growth has brought both opportunities and challenges to the region. With McKinney, Frisco and surrounding communities expanding at an unprecedented rate, local officials have faced increasing pressure to enhance public infrastructure, including waste management and recycling services.

This surge in demand culminated in the development of a state-of-the-art recycling center in Frisco, which broke ground on March 18, 2025.

Why A New Facility Is Needed

The $61 million, 120,000-square-foot materials recovery facility is the latest effort to support the county’s sustainability initiatives. With the population in Collin County surpassing 1.2 million residents and projections indicating continued growth, the need for an expanded recycling infrastructure became evident. Circular Services spearheaded the project, recognizing the strain on existing facilities and the necessity of diverting more waste from landfills.

“Rapid population growth leads to increased material tonnage, requiring enhanced recycling infrastructure to maintain and improve diversion rates,” Balcones Recycling Marketing Director Alexandra Gyarfas told Local Profile. “This facility will be state-of-the-art, meaning it will feature cutting-edge sortation technology, maximizing efficiency in recovering recyclables at high volumes and supporting the region’s sustainability goals.”

What The Center Will Do

The new MRF will feature cutting-edge sortation technology, energy-efficient design elements such as solar panels and passive lighting and an easily accessible drop-off center for residents. Additionally, electric vehicle charging stations and other sustainability-focused infrastructure will align with Collin County’s broader environmental initiatives. By increasing the region’s material recovery rates and ensuring recyclables remain in circulation, the facility is expected to make a large impact on waste management in North Texas.

The facility is expected to also create approximately 53 full-time jobs and enhance recycling capabilities for both residential and commercial customers.

For Chief Commercial Officer at Circular Services Joaquin Mariel, the new facility represents a long-term vision for North Texas. “We have been working on this for more than a decade, recognizing both the opportunity and the need for enhanced recycling infrastructure in the region,” said Mariel in an official statement. “With roots in Dallas since the 90s, we remain committed to advancing North Texas' circular economy.”

Once operational in Spring 2026, the Frisco-based facility will process single-stream recyclables for communities throughout North Texas.
