On Nov. 18, 2024, the Frisco ISD Board of Trustees approved Access Frisco, a program that will open select schools to students from neighboring communities starting in the 2025-26 school year, as the district begins to see declining enrollment in some areas.
This initiative will provide access to Frisco ISD’s educational resources for children in kindergarten through seventh grade, extending the district’s reach and impact beyond its traditional boundaries.
Can Any Student Attend Frisco ISD Schools?
Yes. This doesn’t only pertain to neighboring cities or towns. A spokesperson for Frisco ISD clarified that as long as a student is a Texas resident, they can apply to the Access Frisco program.
Are All Frisco ISD Schools Part Of The New Access Frisco Program?
No. Below is a list of participating schools that are now accepting applications for new students.
East Zones
- Elliott Elementary (K-4)

Why Access Frisco Is Being Implemented
The district has about 900 open seats available across all the campuses in the kindergarten through seventh-grade window, according to Community Impact. Several revenue-generating options were explored for fiscal years 2024-25 and 2025-26, including a voter-approved tax rate election (VATRE) projected to generate approximately $12 million. But voters rejected the district's proposed VATRE.
As Local Profile previously reported, Frisco ISD isn’t the only district in North Texas seeing this decline: Richardson, Coppell and Plano ISDs also saw similar declines, closing several schools to deal with the issue.
The Benefits Of Access Frisco
As Frisco ISD receives additional revenue from the state with each new student enrolled, the new program will also increase funding for the district.
“By strategically placing new students where space is available, we can generate substantial revenue while avoiding extra costs,” Chief Finance and Strategy Officer Kimberly Smith said in an official statement. “For every 100 students enrolled through this program, Frisco ISD expects to generate approximately $750,000 in funding — helping us maintain financial stability while sharing our culture of excellence.”
How To Apply
Applications for the Access Frisco program open in December and will be accepted in two phases: priority applications from Dec. 16 to Jan. 10 and regular applications from Jan. 14 to Jan. 24. Enrollment will be limited to specific campuses to maintain optimal resource allocation and operational efficiency. To participate, students must meet eligibility requirements, including attendance, academic and behavioral standards, which must also be upheld to remain in the program. In order to apply for Access Frisco, students must be Texas residents. Applications will not be open until Dec. 16, 2024.
