Water Street within Plano’s bustling Legacy West development could soon be reimagined as an open-air gathering spot with live music and community engagement.

A proposed zoning change, already recommended for approval by the Plano Planning and Zoning Commission, would transform the eastern half of the privately owned street, which currently links Windrose Avenue to Communications Parkway, into a 0.18-acre outdoor stage and event space.

What This Means

The change would close the eastern portion of Water Street between the restaurant's True Foods Kitchen and North Italia. If approved by Plano City Council during its April 14 meeting, the area would officially be added to Legacy West’s Open Space Plan, paving the way for future performances, community events, or entertainment programming at the popular retail and restaurant destination.

“Water Street is currently a privately owned, quasi-public street connecting Windrose Avenue to Communications Parkway,” Destiny Woods, a planner for the city of Plano, told Local Profile. “The applicant is proposing to abandon Water Street in its form as a quasi-public street and close the eastern segment of Water Street. The closed area will be repurposed to an active open space.”

As part of the transition, all existing residences and businesses currently located along Water Street would be assigned new addresses reflecting Communications Parkway. While the eastern portion of Water Street will be reconfigured, the western half will remain open as a private driveway. This driveway will continue to provide convenient vehicle access between Windrose Avenue, Communications Parkway and the adjacent parking garage, helping to maintain connectivity and accessibility within the area.

In addition to the new open space, the zoning request includes allowances for signage and advertising. Up to eight kiosks could be placed within the outdoor area, while four large signs would be permitted on the nearby parking structure — two on building facades and two at garage entrances, facing Windrose Avenue.

What’s Next

The Plano City Council’s final decision on the proposed zoning change will ultimately determine whether Water Street is transformed into the next addition to Legacy West’s expanding network of public spaces. The council is currently expected to make its decision during the scheduled meeting on April 14, 2025.
