Governor Abbott, TxDOT Announce $148 Billion Transportation Investment

Governor Greg Abbott recently announced a historic $148 billion investment in Texas' transportation infrastructure. 

According to Abbott, this investment includes the Texas Department of Transportation’s (TxDOT) unanimous approval of a 10-year transportation plan valued at over $104 billion, aimed at enhancing safety, reducing congestion, improving connectivity and maintaining roadways across the state. Additionally, more than $43 billion was allocated for development and routine maintenance. The total investment represents a $5.6 billion increase from the previous year

“People come to Texas because we provide the freedom and opportunity they can’t find anywhere else, and that’s why we’re investing in the future of Texas roads,” said Abbott in an official statement. “Projects like this will ensure our products and people can move quickly to keep the Texas economy booming. Together, we are building a bigger, better Texas for years to come.”

Many projects in the 2025 Unified Transportation Program (UTP) target roadway segments listed among Texas' 100 Most Congested Roadways, which includes a large amount of North Texas. Texas Clear Lanes, a congestion-relief initiative, will receive an additional $1.9 billion in funding, contributing to a total investment of $75.8 billion for completed, ongoing and planned non-tolled projects since 2015. 

The UTP also includes approximately $17.3 billion dedicated to safety enhancements and an additional $1.7 billion for rural corridors and key roadways in economic hubs. A detailed breakdown is available here.  

“This investment impacts communities across the state, with projects that can help save lives and improve connectivity,” said TxDOT Executive Director Marc Williams. “TxDOT has a record amount of active construction projects this year, and this will help continue that work of moving people and goods safely and efficiently in our rural, urban and metropolitan areas.”

The 2025 UTP was adopted following an extensive public involvement process that allowed Texans to share their opinions on projects in their communities. Public comments gathered through a public hearing and various online, phone and email formats, were carefully considered before the Texas Transportation Commission approved the plan.

The UTP is a planning document that authorizes the development and construction of highway projects. Beyond highways, it also allocates funds for public transportation, maritime, aviation and rail initiatives. Projects are selected based on their effectiveness in improving pavement conditions, safety, capacity and rural connectivity.
