Collin College was recently granted $2.1 million annually for the next two years by the Texas Workforce Commission (TWC) to expand adult education and literacy programs in Collin and Rockwall counties.

The grant will target five main areas: literacy education, workforce preparation and training, English as a second language (ESL) preparation and civics instruction, high school equivalency preparation and career advancement services.

Emphasis will be placed on retention and program completion, with the TWC expecting Collin College to serve over 1,500 unique students next year. All services will be provided at no cost to participants.

“This grant is a tremendous opportunity for Collin College to serve a critical need in our community,” Dr. Neil Matkin, Collin College district president, said in an official statement. “By providing literacy education, workforce training, and other essential services, we can help adults achieve their educational and career goals.”

That grant will also allow Collin College to launch a new training program for “justice-involved” individuals at the Collin County jail — aimed at giving participants the skills needed to re-enter the workforce.

The grant will fund administrative costs, faculty salaries, instructional materials, exam preparation resources, training programs, and some contractual expenses. Collin College is recruiting for nine positions to support the program and needs eight additional ESL faculty members. These new hires will play a vital role in the program's success by offering personalized instruction and support to participants.
