Frisco’s Kaleidoscope Park, which celebrated its grand opening in October 2024, is poised for an exciting expansion following the recent approval of a 1.44-acre addition. This expansion will further enhance the park’s offerings and solidify its reputation as a premier destination for residents and visitors alike.
The Frisco Community Development Corporation (CDC) recently greenlit the proposal, ensuring that the park will continue to enhance the city’s recreational and cultural offerings.
Why An Expansion Is Needed
Situated just west of the Dallas North Tollway and south of Warren Parkway, Kaleidoscope Park rapidly became a cherished gathering place for the community. This vibrant destination showcases Butterfly Rest Stop, a stunning public art installation by Janet Echelman, alongside beautifully curated community gardens, a dedicated children’s play area, a dog park and dynamic performance spaces. Conveniently located across from The Star and adjacent to HALL Park Hotel, the park offers a welcoming retreat for visitors of all ages. But as the city recognizes just how successful the park is, more space is needed.
Kaleidoscope Park was first envisioned in 2021 and brought to life through a $40 million project, spearheaded by Craig Hall, founder and chairman of the HALL Group.
“It's been so popular that our community development corporation literally this week just voted to help fund an additional $15 million expansion of this,” said Mayor Jeff Cheney during Group One’s Frisco Forecast.
As part of the new plans, previous talks for a performing arts center in HALL Park will be officially abandoned as the city eyes a plot of land situated in the northern quadrant near 380 for the potential Frisco Center for the Arts. This allows the CDC to redirect funds toward the park’s expansion instead.
What The Expansion Will Bring To The Park

New features planned for the expansion include a dynamic water feature, an outdoor video screen and a stage to host community events. Additionally, discussions are underway regarding the development of a public parking garage adjacent to the park, with spaces dedicated exclusively to park visitors. The proposed garage, located west of the expansion area, would also serve as a foundation for a new Class A office building featuring at least 100,000 square feet of office space.
Funding For The Expansion
According to Cheney, the expansion will be a collaborative effort between the city, the CDC, the HALL Group and the Kaleidoscope Park Foundation (KPF). The HALL Group and CDC will each contribute $7 million, with the city's portion provided as a reimbursement to the HALL Group. KPF will oversee the design and construction of the expansion, ensuring alignment with the original vision that shaped the park’s first phase. “So When it's all said and done, when this next phase is done, this is going to be a $60 million park in the middle of Hall Park,” said Cheney.
Currently, the city does not have a set timeline for the expansion.
