What To Expect From The Redevelopment Of JCPenney Former Headquarters In Plano

The redevelopment of the former JCPenney headquarters in Plano is set to transform the site into a vibrant mixed-use community — The Park at Legacy

Why This Is Important

The main goal is to establish a dynamic community that blends residential, commercial and hospitality elements, featuring high-rise apartments, office buildings, hotels and retail spaces.

The Park at Legacy project, located in northwest Plano, will revitalize the 107-acre site, creating a mixed-use neighborhood with up to 750 residential units, five townhomes, five office towers, a 10-story hotel and four restaurants.

Development Timeline And Phases

The residential development will be built in two phases. Phase one will include 365 units, 8.5 acres of open space, two dog parks, 1.5 miles of trails and a courtyard. Phase two will add 385 units, a 4-acre pond, a 250-room hotel and another 1.5 miles of trails. Dates for construction have not been determined. 

Mendomi Park

As Local Profile previously reported, during a city council meeting on Nov. 11, 2024, Plano City Council members approved several propositions, allowing Toyota North America to establish a new park on the southeast corner of Legacy Drive and Headquarters Drive, across from Toyota’s headquarters. 

Toyota will receive naming rights and input on the park’s design and operation in exchange for its support, with the park to be named Mendomi Park, which translates from Japanese as "taking care of workers like they are family." 

According to the city, the property will be purchased from Capital Commercial Investments, the company that owns The Park at Legacy development.
