Richardson ISD Approves Budget With Emphasis On Teacher Pay, School Consolidations

After nearly a year of planning, the Richardson Independent School District (RISD) Trustees approved the district’s 2024-25 school year budget. The decision was made during the regular meeting held on June 6, 2024. This budget is based on an expected state-set operating tax rate of $0.7899, marking the lowest rate since 1993 and a decrease from the previous year.

A significant aspect of this budget is its focus on rewarding experienced teachers with a substantial raise and compensation package. The aim is to both retain skilled educators and attract new talent to the district. However, alongside this positive step, the budget includes tough choices such as school closures, part of the Project RightSize initiative and other cuts to central and support services.

These decisions stem from recommendations made by the Community Budget Steering Committee (CBSC), which was formed in July 2023 to guide the district through the budget planning process. While the budget incorporates three of the committee's nine recommendations, the remaining six are deferred for future consideration.

Reflecting on the budget process, RISD Superintendent Tabitha Branum expressed mixed feelings, stating, “This budget process has been bittersweet." Branum stressed the importance of fairly compensating teachers while navigating financial challenges posed by declining enrollment and limited state funding.

Key highlights of the approved 2024-25 operating budget:

  • No additional per-student revenue allocation from the Texas legislature, highlighting a funding stagnation since before the pandemic.
  • The debt service tax rate remains unchanged at $0.35 for the ninth consecutive year.
  • This marks the fifth consecutive deficit budget for RISD.
  • Enrollment is projected to decline by 726 students, adding complexity to budget considerations.
  • Continued funding for RISD’s local optional homestead exemption, a tax relief measure, sets the district apart as one of the few still providing such assistance.
